PS What flter was used?

I know there is a plug for PS, just forgot which one it is, anyone know? I can not remember.

I was able to reproduce something similar with this combination:
1. Photo on Layer 1. Duplicate Layer 1 and call it Layer 2.
2. On Layer 2, apply Filter -> Artistic -> Cutout
3. I then adjusted my Number of Levels to the maximum and Edge Simplicity to the minimum. (though you should experiment with different values)
4. Set Layer 2 to 50% opacity (or however amount you wish to use).
5. I then added an Adjustment Layer for Brightness/Contrast just to adjust the photo again. You can probably also add another Adjustment Layer which will modify the curves. That should give it the off-colors similar to the attached image.

is there a picture that you are refering too, because ps comes with lots of filters, the one that i know that is downloadable is topaz, is that it?
