knowing when video frame changed

I'm trying to grab the bitmap data from a video object. I would like to not have a keyframe for every frame that I want to grab the bitmap data from. Is this possible. Also, does flash have an event that is dispatched every time a video frame changes? I couldn't find one in the documentation. I know you can only seek to keyframes in the video, but I'm hoping I can grab bitmap data from a non keyframed frame. Any help or insight will be much appreciated.
